On January 16, 25 BCRA Communication “A” 8180 provided as follows:
1. Financial entities and payment service providers offering payment accounts (“PSPCP”) shall implement before 1/4/25 the interoperability of payments with debit cards through QR codes, both in pesos and USD, in accordance with the BCRA's “Payment Services” rules.
2. In addition, the BCRA regulated the recurring immediate debit (recurring DEBIN), enabling the “Scheduled DEBIN” modality for payments in installments for goods or services, according to the BCRA's “National Payment System - Immediate Debit” rules applicable to the recurring DEBIN, except in the following cases:
a. Installments with fixed amount and quantity, previously established.
b. Payment plan with individual adhesion.
c. Only the receiving customer can request membership through the ordering customer.
d. Before processing the first installment, the respective financial institution or PSPCP must have the express authorization of the receiving customer. This authorization enables the debit of your account immediately upon receipt of a DEBIN from the ordering client.
e. Once the last installment has been paid, it is not necessary for the receiving client to request cancellation of the membership.
f. The receiving customer and the ordering customer may request cancellation of the plan at any time.
g. Reversal and chargeback provisions apply only to the first installment.
h. Account statements, transactions and settlements issued by financial institutions and PSPCP must clearly identify these debits.
i. Ordering customers engaged in activities such as lotteries, casinos or other games of chance may not use the “scheduled DEBIN”.
The “scheduled DEBIN” must be implemented no later than 2/28/25.
3. Finally, debit card payments in USD must be enabled for those businesses that wish to accept them.
